A Real Yes-Man
Or rather, it might behoove us to consider the situation as such: when a chimp has been trained over a series of exercises that he will be rewarded. With, say, food or other material rewards, or even simple companionship and which gives a "sense of belonging." This is called a Pavlovian response. It can progress to the point that the animal can be relied upon to complete the simple task time and time again, without fail, so long as the assurance of the reward will be laid out for them to enjoy.
In unrelated US Constitutional Theory, there is the "Veto." This has nothing to do with Pavlov, except that it can be avoided, given a series of appropriate Oval Office circumstances of control.
Perhaps Pavlov is too much conspiricising. Perhaps the lack of the Veto is due, simply, to our President's confusion over which pen to use. Do you sign with the pen that works in the left hand, and veto with the one that works in the right...? Ah! it's too tough to concern yourself with, Mr. President!
