What Happens When You Dismantle the Organization
When Bush signed the bill that created the Department of Homeland Security, it triggered the largest, most expensive federal reorganization in US history. It also gave him many opportunities to replace the heads of each department, like FEMA and the FDA, with cronies. Cronyism, as we all know, is a trait Mr. Bush holds close to his heart. Unfortunately, in the case of the established, career-oriented workers who found themselves suddenly forced to tune to the political whims of their appointed, unexperienced leadership, every department has suffered. Many have now resigned over the politicalization of the Plan B medication in the FDA; and we've all bared witness to the social devastation that comes when your Emergency Management department is primed soley for failure.
In the case of FEMA, we may well never come out on top. The terrible management during Katrina and the months-long fallout after the hurricane has inspired many workers in FEMA- those people who took a job that they really believed in, and really thought that simply by doing the work they did, they'd help their countrymen- to leave their jobs. These are the people that know what they're doing. Except- they've been shown that their jobs aren't worth anything because their Administration ate away their capabilities from the inside. So where does that put the country when the management of the Federal Emergency Management Administration is consistently so terrible that they could only push their career, experienced workers out?
Puts us in a pretty miserable position.
Fortunately, as well, Bush has decided that, hey, this tactic of hiring grossly underqualified Cronies in Homeland Security roles was doing a hell of a lot of bad for our country, right? Or maybe not.
But hey, FEMA's already got a plan for you. In case there is another crisis [like a terroristic nuclear blast or a pandemic of Avian flu]- and since they won't have any workers or management ready or willing to help you- Ready? Here's their plan, compliments of The Bush Administration:
