The lesson plan is simple. First- identify your target based on past history. Fabricate reasons for hatred; stew with deep fear and anxiety among your populace from recent horrible attacks. Maintain fear and anxiety at all times among your populace.

Now- here's where it gets really good.

Neglect to make any plans for your post-invasion strategy. Hire a bunch of your pals- cronies, if you will- who have little-to-no experience in the field for which they're hired. Pay them handsomly. Even in so doing- hire too few. In fact, avoid over staffing in every department at every juncture- to be sure you don't create redundant jobs, it's advisable to simply hire to few people, pay them twice as much to do two jobs, neither of which they can, and overexert whatever resources you possibly can. Including, but not limited to: the armed forces, general morale, your checkbook, the patience levels of your electorate. Continue neglecting any and all costs, while overpaying to [again] crony companies who bill you fraudulently, making everybody involved exhorbitantly rich.
