Incubation
Over in Iraq, where we're fightin' dem terrrists on the front, takin' the battle for justice to dem, we're also building a corrupt, evidently permanent cesspool of corruption. Looks like some of our Iraqi friends learned a trick or two from the big American military-corporate contractors over there, like Halliburton is still wanted for bilking billions from the US government.

Officials of Iraq's recently elected government have fired the main suspects in the scandal, and several former defense overseers are under investigation for possible criminal charges, Iraqi Defense Minister Saadoun al-Duleimi said in an interview this week.At least somebody, and somebody official in the country affected, is willing to address this problem. Quite the implication.
"I view corruption as an incubator for terrorism," said al-Duleimi, who took office in May and isn't implicated in the scandal. "If you can't defend against corruption, you can't defend against terrorism."
